Party Horns in the Tailpipe is the Best Annoying Thing Ever! [VIDEO]

I wonder what kind of an evening it was when someone stood up and said "We need to pack a tailpipe with party horns." I would have loved to be there.

I'm thinking Critter and I need to do a little scientific experimenting and see if this is, in fact, legit.
