The best time to get outdoors is when the weather is nice. That's not to say you can't go when it's cold, windy, raining, snowing, ect... I've driven by the trout streams on the coldest of days and saw plenty of anglers huddled around small fires waiting on that bite. One lucky fisherman even landed a golden trout last year. It was neon-yellow in color, and I assume it was delicious because he cooked and ate it on site.

Trout fishing can be the easiest fishing to do too. You just toss a bait in the water and wait. Not as easy as catching panfish, but the payoff is bigger in the end.
